Water Framework Directive - Sava River Basin

UNDP/GEF Danube Regional Project Component 1.1-9 (Phase 2): Development of the Pilot River Basin Management Plan for the Sava With the Kick-off meeting on 13 December 2005 in Vienna , Phase 2 of the GEF-Danube Regional Project component has started the pilot implementation of the EU Water Framework Directive in the Sava basin ( Croatia , Bosnia and Hercegovina , Serbia and Montenegro ). In November 2005, the consortium of Hydro-Ingenieure - Umweltbundesamt Austria - Ecologic with the Team Leader Alexander Zinke was selected by the DRP office to execute until March 2007 the following four tasks: Gap analysis for the national completion of the Danube Roof Report and assistance on selected WFD Issues Support to the Description of Key Transboundary Issues (Pressures and Impacts) Support to the Development of Topics for a Sava Basin Programme of Measures Development of a structure for the Sava RBM Plan (WFD) and a draft "Road Map", and review of the Sava public participation strategy The consultancy included 3 regional workshops and three working sessions with national WFD experts. Activities were closely linked to and harmonised with the work of the ICPDR - RBM Expert Group and the EU-CARDS Regional Project on WFD pilot implementation. The project work plan was executed within a narrow time and budget frame; all outputs were endorsed by the Beneficiaries after the final workshop in January 2007 in Zagreb . The UNDP/GEF Danube Regional Project has contracted Zinke Environment Consulting to coordinate and carry out in Phase 1 (April to December 2003) a first situation analysis, examining the availability of information and data on water management and socio-economic indicators, also assessing the institutional capacities in the four Sava countries (Slovenia, Croatia, Bosnia & Hercegovina and Serbia & Montenegro) to prepare a Sava River Basin Management Plan. Results of phase 1 include: -Inception Report, May 2003; -Summary analyses of socio-economic and water management indicators, Nov. 2003; -Concept for Phase 2 - Preparation of a Pragmatic Sava RBM Plan, March 2004. EUR) on behalf of the consultant company MWH (Montgomery-Watson-Harza) for the European Commission -EuropeAid. The project was tendered in spring 2004; execution started in autumn 2004.

River Basin Analysis

• Internationally Shared Surface Water Bodies in the Balkan Region - Characteristics and State of Policies of River Basins.

This report (184 pp. with colour maps) was prepared by Zinke Environment Consulting (for the German Federal Ministry for Environment) and INWEB/Aristotle University Thessaloniki (for UNESCO). It is an extended inventory of the Balkan's transboundary river and lake basins. This refers to

• Hydrographic, geographic, environmental and socio-economic data (largely the INWEB/UNESCO part of the study), as well as
• Information on water policies (international agreements, national institution setting, projects and critical problems to be addressed by donors) as the task of the ZINKE study part.

This study is part of two recent initiatives in the Balkan region:

One by the German Federal Ministry for the Environment, together with Global Water Partnership-Mediterranean (GWP-Med) and the World Bank, within the so-called Petersberg II process (started at a workshop in December 2004 in Ruedesheim/DE),

and the other by UNESCO and the UNESCO Chair/International Network of Water-Environment Centres for the Balkans (INWEB).
